Introduction -What is IFL?
Concept on the Initiative on Fluorocarbons Life Cycle Management
With improvements in quality of life, health, and food safety, the demand for air conditioners and refrigerators, as well as the demand for cold chain logistics are rapidly increasing. At the same time, the demand and consumption of refrigerants to power these systems are also increasing rapidly. From the perspective of climate change prevention, there is an urgent need to introduce appropriate policies and technologies, and to develop related infrastructure.

Cost Recovery of Life Cycle Management of Fluorocarbons
In pursuing a net zero emission society, accelerating effort to reduce emissions of hydrofluorocarbons (HFCs) and ozone-depleting substances (ODS) emissions reduction is necessary.
Particularly, recovery and destruction of used refrigerants from air conditioners and refrigerators as the end-of-life treatment is a crucial part of fluorocarbons life cycle management.
Despite the importance of such action, stakeholders in many countries often hesitate to initiate the action because of one question.
Who is going to pay the recovery and destruction fee? Who can cover such cost?
The answer to this big question may vary from country to country. However, one thing can be said is that without a thorough consideration of cost-bearing system recovery and destruction program would not be sustainable.
Building a refrigerant tracking system -Utilizing a tracking management app-
Fluorocarbons used in cooling sector have a high GWP, and its release into the atmosphere contributes to global warming.
To prevent global warming, it is necessary to recover used fluorocarbons for reclamation or destruction. However, the recovery of fluorocarbons has not progressed sufficiently.
One of the reasons is that recovery is not being implemented in a systematic manner due to lack of recovery system covering the entire nation for each country.
In order to systematically implement recovery, it is important that all the stakeholders follow a single set of rules and avoid creating loopholes in each step that fluorocarbon passes.
In Japan, a new approach has been launched.
The approach is that all the stakeholders use a single app running on their smartphones, to record and manage the location of fluorocarbons from filling to reclamation or destruction.
