The IFL focuses mainly on the following areas to promote life cycle management of fluorocarbons in partner countries.
Support to updating NDC with HFC emissions reduction
Assessment of HFC emissions (BAU*) and reduction potentials by LRM /Converting to low or non-GWP refrigerants
Guideline for elaborating HFC reduction as part of NDC
(Case of Viet Nam, Philippines, Cambodia and others)
Bank inventory under the Montreal Protocol
Emission inventory under the Paris Agreement Enhanced Transparency Framework (ETF) with a view to integration to BTR
Manuals and instruction visual material for HFC Inventory compilation
(Case of Indonesia in preparation for BTR)
*BAU: Business as usual
Viet Nam : Legislation support on the Revised Law on Environment Protection (2020), Decree No.6 GHG mitigation and Ozone Layer Protection, and the Circular 20 on treatment of life cycle management/National technical standard (QCVN)
Cambodia : Initiating developing legal instruments on life cycle management complementing the Sub-decrees
Viet Nam : Development of administrative procedures and the electronic HFC tracking system*, including the network development for proper management of refrigerants. The system will be integrated in the Government Online Platform, open for corresponding software.
*Supported with CCAC funding.
Manuals / guidelines for technical experts
Guideline for HFC collection and destruction in local languages in Cambodia
Development of draft guidelines for Service Technicians on Leak Inspection and Repair of Commercial Equipment in Malaysia. (in process)
Training for policy makers and engineers
Asia Group Seminar on Fluorocarbons Life Cycle Management (Countries and local governments in Asia, as well as the private sector) on policy measures & technologies.
Thematic training for engineers and service technicians: leakage control, recovery, destruction.
Study visit to Japan
For enhanced engagement and targeted action, study visit for some countries are being planned. Activities include consultation with the Government of Japan, visit to life cycle management facilities, and networking with the private sectors.
Training in Thailand in September 2023
(Recovery and reclamation)
Training in Cambodia in February 2024
(Technical training on recovery and leakage prevention
for Technicians)
Joint Crediting Mechanism (JCM) under the Paris Agreement
<Model Projects financed by the MOEJ>
Project in Viet Nam by mixed combustion system in industrial waste incinerator
Project in the Philippines by mixed combustion system in cement kiln
Project in Viet Nam by dedicated combustion system
Project in Thailand by mixed combustion system in industrial waste incinerator
Refrigerant destruction facilities in Thailand supported by the Ministry of the Environment, Japan
Demonstration of leakage detection system in cold chain/retail in Thailand
As part of efforts to deploy LRM technologies, activities to demonstrate the effectiveness of refrigerant leakage detection system were conducted in stores of supermarket chain in Thailand. With this demonstration, refrigerator managers were able to find refrigerant leakage at early stages, and rtook maintainance actions. This has also led to keep higher energy efficiency of refrigerators.
