The Initiative on Fluorocarbons Life Cycle Management (IFL) was launched by Japan and partner governments, international organizations, as well as the private sector to address the issue of “refrigerant bank”. The life cycle refrigerant management (LRM) significantly contributes to climate change mitigation, while bringing co-benefits of energy efficiency, circular economy, and green job creation, etc.

Key areas of cooperation are:
Development of policies, laws, and institutional arrangements
Transparency and inventory compilation
Avoidance and reduction of refrigerant leakage in use
Recovery of refrigerant and cylinder management
Destruction and reclamation of used refrigerant
With improvements in quality of life, health, and food safety, the demand for air conditioners and refrigerators, as well as the demand for cold chain logistics are rapidly increasing. At the same time, the demand and consumption of refrigerants to power these systems are also increasing rapidly. From the perspective of climate change prevention, there is an urgent need to introduce appropriate policies and technologies, and to develop related infrastructure.
